Bangladesh Association of Software and Information Services (BASIS) has formed BASIS E-Commerce Alliance for the outreach of E-Commerce business of the country. This alliance will represent the E-Commerce community of Bangladesh. Moreover, it will work for policy making, development of communication and network to create public awareness. The companies working with online business will be eligible to be members of the alliance.
Dr. Atiur Rahman, Governor of Bangladesh Bank has inaugurated BASISI E-Commerce Alliance officially as the Chief Guest at BICC on Sunday. BASIS President Mr. Shameem Ahsan has delivered the key note speech depicting the work plan of E-Commerce Alliance and the present situation of E-Commerce business in the country.
The program was held at the Carnival Hall, Bangabandhu International Conference Centre (BICC), Dhaka. Mr. Kazi Akram Uddin Ahmed, President of Federation of Bangladesh Chamber of Commerce and Industry (FBCCI) presided over the launching ceremony. Mr. Susanta Kumar Saha, Joint Secretary of ICT Division, Mr. Annisul Huq, , Former President of FBCCI, Mr. Abdul Matlub Ahmad, Chairman of Nitol Niloy Group, Mr. Abu Hanif Md. Mahfuzul Arif, President of BCS, Mr. Akhtaruzzaman Manju, President of ISPAB were also present at the program as special guests. BASIS Senior Vice President Mr. Russell T. Ahmed delivered the welcome speech. Mr. Sami Ahmed, Executive Director of BASIS moderated the program.
BASIS President Mr. Shameem Ahsan said , E-Commerce business has been flourishing rapidly in the country with diversified product and services. “We met Mr. Atiur Rahman, Governor of Bangladesh Bank in October, 2010 with a proposal to open online transaction using credit card. He issued an SRO at once. As a result, E-commerce in Bangladesh started its journey. Then BASIS and Bangladesh Bank have been taken a number of initiatives jointly such as E-Commerce Week for the development of E-Commerce in our country. Bangladesh Bank has issued an order to open two factor authentication systems to ensure security of online payment as BASIS recommended.
We are aware that different countries including USA, Canada, Japan, Singapore and Germany have exempted VAT from online transaction based on E-Commerce to encourage E-Commerce in the countries. The present government has taken number of initiatives as online transaction through credit cards and Digital certificate etc. to flourish E-Commerce in the country as a part of government’s Digital Bangladesh Vision.
VAT exemption can play an important role for the quick growth of E-Commerce. So, I’ve claimed at least 10 years VAT exemption in the Ministerial Conference of Digital World 2015. Hon’ble Finance Minister promised to consider this while he was attending the Ministerial Conference. “ he added.
Mr. Shameem Ahsan also stated that, this is high time to work for the improvement of quality of the E-Commerce companies and minimize the hassles of the customers for the overall development of the sector. BASIS E-Commerce Alliance has been formed to take different initiatives for public awareness and necessary policy making.
This alliance will play a pivotal role to implement different programs to outspread E-Commerce business. The acceptability of E-Commerce will be enhanced through this and the economic structure of the country will be stronger further. BASIS will issue certificate for the quality improvement of E-commerce sector so that the customers do not face any trouble.
The Chief Guest Dr. Atiur Rahman said that, BASIS has been working relentlessly for the development of E-Commerce sector of the country. Yet, I Appreciate BASIS’s initiative to form BASIS E-Commerce Alliance. I hope this alliance will be a platform for the E-Commerce community that includes banks, financial institutes, local and international credit card issuing agencies, and the entrepreneurs of E-Commerce sector. Bangladesh Bank will provide every possible support to BASIS in future to work for the implementation of Digital Bangladesh” he added.
FBCCI President Mr. Kazi Akram Uddin Ahmed told that, the agencies related to the backward and forward linkage of E-Commerce business need to be involved also for the expansion of E-Commerce business. Formation of BASIS E-Commerce Alliance is a very timely initiative of BASIS in this regard. “I hope as one of the most important member associations of FBCCI, BASIS will emphasize on the other promising sub sectors of ICT sector also like E-Commerce” added Mr. Akram Uddin.
Mr. Russell T. Ahmed, Senior Vice President of BASIS mentioned that, BASIS is been paying important role for the development of E-Commerce in the country. BASIS E-Commerce Alliance has been formed as a part of this. This alliance will work to enhance public awareness, to acquire public acceptance, Skills development, policy advocacy and legal assistance related to the sector.
A convening committee has been announced at the program making Mr. AKM Fahim Mashroor, former BASIS President, the convener. Besides, the intended companies will be eligible to become member of the alliance downloading the application form from BASIS website.
