Relaxed SD makes tobacco cheaper

Due to tobacco industry interference, the government has not increased supplementary duty (SD) but fixing tariff value and price slabs for tobacco products in the last couple year’s budget for which the government is not receiving the tax which goes directly as revenue, reads an investigative report by Hamid-Uz-Zaman Mamaun – one of the ATMA members, on the Daily Janakantha on May 15, 2014.

Following the report, the price of tobacco product is cheaper in Bangladesh than any other countries of the world. The cheap price and availability of tobacco products is increasing the number of users. Although the Finance Minister and Chairman of the national Board of Revenue (NBR) is claiming the increase of tax on tobacco every year, the supplementary tax is not increased, and therefore, the rise on tax is not affected per cigarette stick.

As there is a price slab in tobacco products, the smokers can switch to lower price slab if the upper one increases. If government slaps specific tax equivalent to 70% supplementary duty (SD) on retail price of all tobacco products annulling the provision of price slabs, the usage of cigarette smoking will be lowered down to 13.6 billion sticks in one year and government will earn additional Tk 22.2 billion as revenue annually.

Besides, 200 Kilns set up in villages of Lalmonirhat which poses threat to life, says another report by one of the ATMA member S Dilip Roy on The Daily Star on 14 May, 2014. The report says tobacco companies funded to set up at least two hundred tobaccos kilns to process tobacco leaves in Lalmonirhat district. It is to be noted that these kilns are posing serious threat for the environment in the villages and villagers.
